On the 26th of October of 2017, DG Informatics (DIGIT) launched an invitation letter for all market participants to bid on a new framework contract called DIGIT-TM.

DIGIT-TM is a 1 Billion Euro contract from the European Commission for IT services across Europe, which was awarded on the 21st of July 2018. The intention of DIGIT-TM is to replace and aggregate other existent framework contracts like DESIS 3, STIS14, etc. in one single framework contract.

Who will use DIGIT-TM framework contract?

DIGIT-TM intends to subcontract around 2.000 IT professionals during its 4 years of duration. Those specialists will be working largely for the different Directorate General (DG) of the European Commission, and other European institutions such as:

  • Consumers, Health, Agriculture and Food Executive Agency (CHAFEA)
  • Education, Audiovisual and Culture Executive Agency (EACEA)
  • Executive Agency for Small and Medium-sized Enterprises (EASME)
  • European Research Council Executive Agency (ERCEA)
  • Innovation and Networks Executive Agency (INEA)
  • Research Executive Agency (REA)

 

How is DIGIT-TM organized?

DIGIT-TM is planned to be split into 4 distinct lots, each lot representing a different geographical region. The lots are:

  • Lot 1 – Consultancy services related to IS conception, development and implementation – Belgium based, with a value of 657.6 Milion € or 58% of the total budget
  • Lot 2 – Consultancy services related to IS conception, development and implementation – Luxembourg based, with a value of 115.9 Milion € or 10% of the total budget
  • Lot 3 – Consultancy services related to IS conception, development and implementation-Ispra and other Commission sites outside Belgium and Luxembourg: Seville (ES), Petten (NL), Co. Meath (IE), Karlsruhe (DE), with a value of 125.1 Milion € or 11% of the total budget
  • Lot 4 – Administration and support of information systems and ICT configurations for all Commission sites), with a value of 235.6 Milion € or 21% of the total budget

For all the lots, there are 3 transversal profile category levels. (some profiles only exist on Lot 4)

Profile Category 1 and Category 2: Request that the consultants have a Bachelor Degree or 3 years of higher education. The list of available profiles is as follows:

  • GIS DEVELOPER
  • CONFIGURATION / DEPLOYMENT MANAGER
  • BUSINESS ANALYST
  • QUALITY ASSURANCE MANAGER
  • IS TESTER
  • UX/UI SPECIALIST
  • INFRASTRUCTURE SYSTEM ENGINEER
  • SERVICE DESK AGENT (Lot 4)
  • USER DOCUMENTATION AND TRAINING PERSON (Lot 4)
  • DATABASE / APPLICATION ADMINISTRATOR (lot 4)
  • WEB OPERATION MANAGER (lot 4)
  • SYSTEM ADMINISTRATOR (lot 4)

Profile Category 3: Requests that the consultants have a Master Degree or 5 years of higher education. The list of available profiles is a follows:

  • APPLICATION ARCHITECT
  • PROJECT MANAGER
  • ENTERPRISE ARCHITECT
  • ICT SECURITY MANAGER
  • TECHNOLOGY EXPERT
  • SUPPORT MANAGER (lot 4)

Awarded/winning companies

Due to the complexity of each lot on the framework contract, companies often join forces and form a consortium to bid together. Winners are ranked by cascades, meaning that the company/consortium that has the best offer will be placed on the first cascade, and the remaining companies/consortiums will be placed on the following cascades according to their rank.
