On the 3rd of April of 2014, Directorate-General for Innovation and Technological Support (ITEC) launched an invitation letter for all market participants to bid on a new framework contract called ITEC/ITS14.

ITEC/ITS14 is a 383 million Euro framework contract launched by the European Parliament for IT services acquisition across many sites in Europe like Brussels, Luxembourg, Strasbourg, Cologne, and Lisbon. It was awarded on the last 11th of April 2015. The ITS14 framework contract has a planned duration of 60 months, it is planned to be 4 years (2+1+1), however, in exceptional circumstances, there is the possibility to extend it 1 year more, which means that will remain valid until the end of 2019.

Who will use ITS14 framework contract?

ITS14 intends to subcontract many IT professionals during its 5 years of duration. Those specialists will be working largely on European Parliament premises and data centers, but also for other European institutions such as:

  • European Parliament, Directorate-General for Innovation and Technological Support (ITEC)
  • Translation Centre for the Bodies of the European Union (CdT)
  • European Court of Auditors (ECA)
  • European Aviation Safety Agency (EASA)
  • European Monitoring Centre for Drugs and Drug Addiction (EMCDDA)
  • European Ombudsman
  • Committee of the Regions (CoR)
  • European Data Protection Supervisor (CEPD/EDPS)
  • Court of Justice of the European Union (CURIA)
  • European Economic and Social Committee (EESC)

How is ITS14 organized?

ITS14 is divided into 8 distinct lots, each lot representing a different kind of activity and expertise. The lots are:

Lot 1 – Cabling expertise

Services in all technical layers and components related to cabling technologies, IT and technical rooms and related services and solutions in order to study, design, build, implement, integrate, manage and support all different technical domains for the cabling infrastructures and the IT rooms.

The awarded amount for this lot was 15.4 Million € or 4% of the total framework contract.

Lot 2 – Development and maintenance of dissemination information systems

Services for design, consultancy, development, deployment and maintenance activities, both from the editorial and technical point of view, related to Internet and Intranet publishing applications, portals, content, search, collaboration services, social networking, and open data.

The awarded amount for this lot was 74 Million € or 19% of the total framework contract.

Lot 3 – Development and maintenance of production information systems

Services for the design, consultancy, development, deployment and maintenance of production information systems. It concerns the development of completely new information systems as well as the tailoring of existing ones. It may also concern integration with other applications.

The awarded amount for this lot was 196 Million € or 51% of the total framework contract.

Lot 4 – Test of developments

Services for evaluation and testing of application software developments. This lot focuses on quality assistance as part of the formal reception process by the institution. Prior to any production release, the delivered software is built, integrated and tested sequentially in the development, integration and preproduction environments.

The awarded amount for this lot was 12.6 Million € or 3% of the total framework contract.

Lot 5 – Product evaluation, testing, customization and systems integration

Services for the evaluation, testing, integration and maintenance of software and hardware products in the office automation domain, including personal and departmental software and equipment.

The awarded amount for this lot was 21.5 Million € or 6% of the total framework contract.

Lot 6 – Enterprise architecture, methodology, quality assurance and audit

Services for the design and implementation of enterprise architecture, technological and methodological support, quality check, audit, technological watch, research and IT engineering.

The awarded amount for this lot was 13.9 Million € or 4% of the total framework contract.

Lot 7 – Expertise in ICT infrastructures

Services to study, design, build, implement, integrate high level support for central, departmental and individual ICT infrastructures and services, e.g. in all technical layers and components related to data centre technologies and services (hardware, software, systems, cloud, etc.) and in all technical layers and components related to telecommunications and network technologies and services (hardware, software, unified communications, individual equipment, network, systems network security, etc.).

The awarded amount for this lot was 42.5 Million € or 11% of the total framework contract.

Lot 8 – Expertise in IT security

Services in the domain of the security of information, communication and infrastructure systems.

The awarded amount for this lot was 7.3 Million € or 2% of the total ITS14 framework contract.

Due to the complexity of each lot of ITS14 framework contract, companies often join forces and form a consortium to bid together. After a long process of selection conducted by the European Parliament, winners are ranked from the best offer to the worst offer, meaning that the company/consortium that has the best offer will be asked first to fill an open position for the specific lot.
